Labour Market and Family Welfare Committee

The Labour Market and Family Welfare Committee is to create the conditions necessary for guaranteeing the right of residents in the municipality to:

• Employment
• The means to provide for themselves
• Social safety net
• Active participation and influence in society
• Adult education and skills development

The Committee’s activities are to be grounded in respect for the individual’s autonomy and integrity.

The normalisation principle is to apply to the Committee’s initiatives. Where measures affect children, the best interests of the children must always be taken into account.

The main tasks of the Committee are:

• To offer residents of the municipality skills development that leads to a job or encourages them to continue their studies – either under its own auspices or with help from other organisations
• To work towards lasting positive change for people in vulnerable situations.

The activities of the Committee are to contribute to creating the conditions for growth in Eskilstuna.


Labour Market and Family Welfare Administration

The Labour Market and Family Welfare Administration bases its activities on the guidelines decided on by the Labour Market and Family Welfare Committee, which apply to:

• Social safety net for municipal residents
The Administration is responsible for work on creating a social safety net for children, young people and adults.
• Labour market issues and financial support
The Administration is responsible for a large part of the employment programme implemented in the municipality and handles social security benefits.
• Integration and diversity issues
The Administration is responsible for issues relating to immigrants and refugees, Swedish For Immigrants, finding interpreters and providing information on diversity issues.
• Municipal adult education
The Administration is responsible for adult education programmes at basic and upper secondary level, along with advanced vocational education. It is also responsible for Swedish For Immigrants programmes and education programmes for people with developmental disabilities.

ServiceCenter is the Administration’s one-stop shop that municipal residents can visit – a collective portal to its activities


Organisation

The Labour Market and Family Welfare Administration runs activities in three areas:
• Information and analysis, which offers residents of the municipality information, advice and guidance on issues relating to the Committee’s areas of responsibility. It also carries out analyses and assessments. Decisions are made on any initiatives to be taken and are subsequently followed up.
• Support and work, which coordinates and carries out labour market and social initiatives.
• Komvux, which offers municipal adult education and Swedish For Immigrants

The Administration also employs development staff responsible for initiating and running projects, working with employment strategies over municipal and county borders, and contacts with the EU.

What is ServiceCenter?
The Labour Market and Family Welfare Administration’s ServiceCenter is a one top shop that municipal residents can visit to get answers to questions about the labour market, migration, social services and adult education. It also provides financial support and advice. ServiceCenter is a collective portal to the services of the Administration, offering information and guidance.

When should I contact ServiceCenter?
Your initial contact with the Labour Market and Family Welfare Administration will be via ServiceCenter. It offers expertise in the Administration’s areas of activity, providing a fast and professional service.

How do I contact ServiceCenter?
You don’t need to make an appointment to visit ServiceCenter. Employees there receive and respond to enquiries at the desk and at meetings with individuals. They also make decisions on simple matters.

Areas of expertise at ServiceCenter

As a visitor to ServiceCenter you can talk to staff about a number of issues, including the following:

Labour market issues
Residents of the municipality are given information on the opportunities they have to raise their skills levels and do work experience, as well as on various reinforcing and rehabilitating initiatives. They can also find out about the options available where jobs are concerned. ServiceCenter also offers careers advice and general information on employment.

Financial support and advice
ServiceCenter answers questions on the conditions for receiving social security benefits and other financial assistance. Decisions are made immediately on some issues. You can also get advice on budget issues and be assigned an adviser to help you work out a debt management plan.

Integration issues
You can get information on Swedish For Immigrants programmes and diversity issues. You can get help with your contacts with authorities, as well as information on rules for immigration and citizenship. You can be referred to an interpreter service and assigned an adviser for discrimination issues.

Social services issues
You can get help with issues relating to the social safety net for children, young people and adults. These may concern family support, various forms of addiction or concerns for vulnerable children or young people.

Adult education
You can get information on municipal adult education, Komvux, at basic and upper secondary levels. You can talk to a careers advisor without an appointment or book an appointment with one. You can also find application forms for study programmes and get answers to your questions on admission requirements. ServiceCenter also provides information on opportunities to study at institutions other than Komvux.


How to appeal a decision on financial assistance

You are entitled to appeal to a court if you have applied for financial assistance and are not satisfied with the decision made by social services.

It may be that social services has decided that you will not be awarded the financial assistance you have applied for, or that you will only be awarded part of it. In such case you will receive written notification specifying why social services have made this decision and what you should do if you want to appeal against it. This is called appealing a decision.

Send your appeal to the Labour Market and Family Welfare Committee, who will send it on to the court. The appeal must be lodged with the Labour Market and Family Welfare Committee within three weeks at the latest of you being notified of the decision.

The appeal should state which decision you are appealing against and in what way you consider that the decision should be changed.

You can also get help from social services with writing your appeal.

If the court considers that the municipality has made the wrong decision, the decision may be changed.
In such case the municipality must immediately act on the court’s decision.
